Welsh Water provides drinking water and wastewater services to more than 3.5 million customers across Wales. Operating an extensive network of treatment works, water mains and sewerage infrastructure, the organisation depends on reliable operations to deliver essential services every day.
As the organisation looked to improve site reliability and workflow efficiency across multiple locations, leadership recognised that isolated improvement projects would not deliver the consistency required across such a large and complex operation. They needed a structured approach that aligned strategic priorities, operational performance and people development while creating the capability to sustain improvement over the long term.
Welsh Water partnered with S A Partners to design and deploy a Lean Business System that would establish a common framework for continuous improvement across the organisation, improving reliability while developing the capability to embed lasting change.
Every organisation defines excellence differently. For Welsh Water, excellence meant creating a consistent business system that aligned strategy, operations and people, allowing improvement to become part of everyday work rather than a series of disconnected initiatives.
Working alongside leadership, S A Partners developed and deployed a comprehensive maturity assessment to establish a clear baseline across the organisation. The assessment identified strengths, capability gaps and opportunities for improvement, enabling leadership to prioritise activity that supported both operational performance and long-term strategic objectives.
This work laid the foundations for a Lean Business System built around strategic alignment, operational processes and capability development. Rather than defining individual improvement projects, Welsh Water had defined the system that would enable continuous improvement across the business.
With a clear framework established, the focus turned to bringing the Lean Business System to life across the organisation.
An accredited Leadership and Lean programme was designed and deployed to develop the capability needed to lead and sustain improvement. More than 150 senior leaders were accredited, alongside over 1,350 Yellow Belts, 116 Green Belts, 23 Black Belts and five Master Black Belts, creating a structured improvement pathway that embedded capability at every organisational level.
Alongside capability development, specialist Total Productive Maintenance expertise was introduced at key operational sites to strengthen reliability, while operational workflows were redesigned to improve consistency and efficiency, including targeted improvements within procurement. Leadership routines, engagement activities and practical coaching helped teams adopt new ways of working and reinforced the behaviours needed to support continuous improvement.
By combining capable leaders, structured development pathways and a shared approach to improvement, Welsh Water embedded a Lean Business System that became the foundation for operational excellence across the organisation.
With the Lean Business System embedded, Welsh Water began to realise measurable improvements in operational performance, financial results and employee engagement.
At two pilot sites, the deployment of Total Productive Maintenance generated savings of more than £600,000 per site while creating a proven approach that could be replicated across additional locations. Targeted maintenance strategies delivered savings exceeding £150,000 at another site, while a Green Belt improvement project at a wastewater treatment plant resolved long-standing process issues and generated annual savings of more than £100,000.
The programme also delivered a return on investment of £1.5 million and strengthened engagement across the workforce, with meeting attendance increasing from 20% to 100% in just six weeks. More importantly, Welsh Water established the leadership capability, operational systems and improvement culture needed to continue delivering better performance long after the initial programme concluded.
