Most people are familiar with computer operating systems that are essential for managing hardware and software resources that allow you to interact with your devices to accomplish the things you want to do. They are the fundamental structure upon which useful applications are built. Businesses have operating systems (or frameworks) too. Sometimes they are structured and intentional. Sometimes they are unstructured and have evolved over time without deliberate planning. In either case, those frameworks dictate the way people interact with your business to accomplish the things they want to do.
